0 — There is nothing.
1 — One person can talk to themselves.
2 — Two people can talk to each other: the basis of communication.

A conversation between two people has four phases of speech between them (both tell the truth, both lie, etc.):

Setting these four symmetrical forms against their inverse symmetry gives 4 × 2 = 8 complete forms of speech, representing all forms of communication.

2 is the basic form of speech, 8 represents all forms, and 0 symbolizes a balanced system. Together, they give 8200:

The first 0 symbolizes nature’s forced balance, arising from the system’s inherent nature and imposed by nature itself.
The second 0 symbolizes balance brought about by an external influence — a push from outside that brings the system into balance.

In this interpretation, 8200 represents all forms of communication — or, in one word, intelligence — as in the military’s Unit 8200.
